 HB 217 Williams SCHOOL FACILITIES COMMISSION Prohibits the Ohio School Facilities Commission from prohibiting a school district undertaking a state-assisted classroom facilities project from renovating an existing facility rather than acquiring a comparable facility by new construction as long as certain conditions are satisfied.  HB 221 Fessler SCHOOL DISTRICT FINANCES Requires school districts annually to report and the Dept. of Education to disclose on the SF-3 form, the amount of payments the district received in lieu of taxes for tax-exempt property, lost revenue due to property tax exemptions, grants and gifts from governmental and private sources, and other district revenue.  HB 222 Mason SCHOOL ATTENDANCE Permits a student who relocates or whose parent relocates outside of the school district in which the student is entitled to attend school after the end of the first full week of October and who is enrolled in a school of that district prior to that time to continue to attend school in that district free of tuition for the balance of the school year.  HB 250 Seitz BOARD OF EDUCATION Changes the voting membership of the State Board of Education to consist of a member from each of several electoral districts with boudaries coinciding with the state's Congressional districts and a president to be appointed by the Governor if there is an even number of such electoral districts, provides for a fixed term of appointment for the Superitnendent of Public Instruction, and makes changes in the procedure for meetings of the State Board of Education.  HB390 Sykes SCHOOL FOOD STANDARDS Establishes nutritional standards for food sold to students in public elementary schools and prohibits the sale of certain beverages to students in all public schools except under specified circumstances. Introduced in the House 1/28/04.
HB 407 Gibbs STREAMLINED SALES TAX Imposes conditions for entering into the streamlined sales tax and use agreement and changes the new sales tax sourcing provisions that are intended to take effect Jan 1, 2005. Pending in House Ways & Means.

HB 418  Wolpert SCHOOL BUILDING ASSISTANCE  Permits certain school districts experiencing high growth in student enrollment to receive assistance under the Classroom Facilities Assistance Program earlier than they otherwise would be eligible, eliminates the requirement that such high-growth school districts levy a tax for maintenance of classroom facilities acquired with state assistance, and reduces the maximum school district share of the cost of any project under the Classroom Facilities Assistance Program to 90%. HB 434** Calvert TOBACCO SETTLEMENT APPROPRIATION Provides for the distribution of money received by the state pursuant to the Tobacco Master Settlement Agreement by mkng operating and capital appropriations for the biennium beginning July 1, 2004 and ending June 30, 2006 and provides authorization and conditions for the operation of state programs. HB 447  Carano CHARTER SCHOOLS MORATORIUM Creates a two-year moratorium on the establishment of new community schools sponsored by entities other than the school districts in which they would be located, extends the statewide cap on the number of community schools sponsored by other entities, requires training in reporting EMIS information and increases the penalty for community school fiscal officers who fail to report data required, directs the LOEO to update an existing study of community schools. POST-SECONDARY ENROLLMENT OPTIONS Restricts new participants in the Post-Secondary Enrollment Options Program to students in the 11th or 12th grade, requires new students in the program to attain a proficient score on any related Ohio Graduation Test prior to enrolling in a college course under the program. SCHOOL FACILITY CONTRACTS Requires Board of Education of each school districts undertaking school building construction project valued over $25,000 to award the contract for that project only to the lowest Ohio-based bidder or by board option the lowest responsive and responsible Ohio-based bidder. HB 505 Evans, C. CLASSROOM FACILITIES Specifies a new method of calculating a school district's portion of the cost of a state-assisted classroom facilities acquisition project for certain districts that have a combination of relatively high valuations per pupil and relatively low median incomes. HB 524 DeGeeter SCHOOL ZONES Makes a violation of the prohibition under the Sex Offender Registration and Notification law against certain offenders residing within 1,000 ft of any school premises a felony of the 5th degreee. Passed in the House. Pending Senate.
HB 526 Trakas EXEMPT SCHOOL MILLAGE Grants boards of education limited authority to levy additional, voter-approved property taxes that are not subject to the HB920 revenue growth limitation, permits boards to apply school district income taxes only to earnings, to prespectively limit the total rate of school income taxes to 1% and reauthorizes joint municipal school district income taxes. SCHOOL BULLYING Requires Dept. of Ed. to develop a model policy prohibiting harassment, intimidation, or bullying; requires each school district board of ed. to adopt a policy prohibiting harassment, intimidation or bullying; provides school district employees, students, volunteers civil immunity for damage arising from reporting an incident of harassment, requires school district to provide training on harassment. SB 58** Jacobson ENDANGERING CHILDREN Increases penalties for certain drug offenses if the offense is committed in the vincinity of a school or juvenile and expands the offense of endangering children to prohibit children to be within the vicinity of certain drug offenses.  SB 79** Stivers BOARDS OF EDUCATION Permits boards of education and governing boards of ESC's to adopt, for the purpose of nominating candidates for those boards, a charter municipal corporation's procedures for nominating candidates, if that corporation is located wholly or partially within the school district.  SB 80 Stivers CIVIL JUSTICE STATUTES Makes changes related to the award of certain damages, collateral benefits evidence, and contributory fault in torn actions; establishes a a statute of repose for certain product liability claims and claims based on unsafe conditions of real property improvements and makes other changes related to product liability claims; provides that the product liability statutes are intended to abrogate common law product liability causes of action; enacts a conflicts of law provision for statutes of limitation in civil actions; modifies the provisions on frivolous conduct in filing civil actions; prohibits imputing any assurances or assumption of liability regarding public access to premises used for growing agricultural produce;enacts a legal consumer's bill of rights; limits attorney contingency fees in connection with certain tort actions; establishes minimum limits attorney contingency fees in connection with certain tort actions; establishes minimum medical requirements for filing certain asbestos claims; establishes limitations on successor asbestos-related liabilities relating to corporations and makes other changes related to civil actions. Gardner PROPERTY TAX REDUCTIONS Requires property tax reduction factors to be adjusted to account for five years' worth of property value chagnes resulting from property tax complaints and specifies that real property tax complaints do not automatically continue beyond the triennial reassessment cycle.  SB 84 Austria SCHOOL YEAR Requires that school districts and nonpublic schools be open for a minimum of 910 hours of instruction a year for grades one through eight, and a minimum of 1,001 years for grades nine through twelve. Pending in Senate Education.
 SB 99* Blessing VLT IMPLEMENTATION Requires State Lottery Commission to establish licensing procedures for electronic lottery sales agents that are horse-racing permit holders and to conduct lotteries that provide immediate prize determinations for individual participants through the use of electronic gaming devises at the permit holder's tracks; requires Dept. of Education to implement a scholarship program to provide tuition scholarships to certain high school graduates who enroll in state-assisted or private colleges or universities in Ohio and requires a portion of the proceeds from the electronic lotteries to be used to support the scholarship program.  SB 104 Fedor RETIREMENT SYSTEMS INVESTIGATION Authorizes the Inspector General to enter into mutual agreements with state agencies for reimbursements of costs of investigations, creates in the state treasury the Inspector General Reimbursement Fund as the repository of those reimbursements, generally includes as state agencies for purposes of investigations by the Inspector General the Ohio Retirement Study Council, Public Employees Retirement System, Ohio Police & Fire Pension Fund and State highway Patrol Retirement System and to supersede the versions of Secs. 121.41 & 121.48 of the Revised Code as amended by Am Sub HB 94 of the 125th General Assembly.
