Medicaid Reimbursemt

The Ohio Department of Education (ODE) and the Ohio Department of Job and Family Services (ODJFS) have selected to implement the MAC program through a series of "lead districts." The Ohio ESC Medicaid Consortium has been selected as a lead district and will coordinate the MAC program between ODE and participating school districts. Participating districts will contract with lead districts for their assistance in performing the MAC process and submitting claims to ODE.

Ohio has created a Medicaid Administrative Claim (MAC) program to enable Ohio public schools to receive reimbursement from the federal government for approved administrative activities that involve Medicaid-eligible children. Reimbursements are derived through the submission of claims, which represent the amount of time specific individuals were engaged in Medicaid administrative activities. Claims are constructed by using the state-approved methodology, which involves conducting a statistically valid time study for qualifying clinicians and other professionals.

Ohio’s Community Alternative Funding Source (CAFS) program is a means for schools to recover costs of providing direct special education services to Medicaid-eligible students.  Submitting a CAFS claims integrates services provided by professionals and a reimbursement rate that reflects a school district’s cost of providing the services.
