HB 404 Wolpert URBAN HOMESTEAD ZONES To permit the creation of urban homestead zones in cities to encourage the repopulation of certain city areas, to create a state urban homestead scholarship program administered jointly by the Dept. of Development and the Dept. of Education, and to require tax increment financing in urban homestead zones that participat in the scholarship program to help fund the program. HB 411 Wolpert SCHOOL PERFORMANCE Eliminate the requirement that a school district or building that fails to make "adequate yearly progress" for more than 2 consecutive years b rated no higher than "in need of continuous improvement" on the annual state academic performance ratings.

HB 415 Harwood MOTOR FUEL TAX To exempt from the motor fuel tax any sales of motor fuel sold to school districts or esc's for school district or service center operations. Pending in House Ways & Means committee.
HB 422 Hughes SCHOOL SAFETY PLANS Requires community schools and chartered nonpublic schools to adopt school safety plans in the same manner as school districts, to exempt school safety plans and school building blueprints from the Public Records Law, requires all public and nonpublic schools to conduct at least one safety drill annually and increase the fine for failure to $1000.00 for noncompliance.

HB 431 Peterson SPECIAL EDUCATION VOUCHERS To establish the Special Education Scholarship program to provide scholarships for handicapped children to attend alternative public and nonpublic special education programs. Pending in House Education Committee.

HB 520 Schaffer SCHOOL CONSTRUCTION Prohibits ranking a school district participating in the School Building Assistance Expedited Local Partnership Program in a higher percentile on the eligibility list for state classroom facilities assistance after the district's electors have approved a bond issue for the district's portion of the basic project cost and to grant priority for such assistance to certain school districts participating in the Expedited Program that have a higher percentile ranking than 3 years ago.
